The Measurement Safety Framework

The principle

A metric a household can feel is an unfinished metric.

Every instrument in the portfolio is finished. Perception is a defect class, and the class is empty. Households report feeling cared for, which is not the same as feeling measured, and the difference is maintained at considerable expense.

The canonical instance is the Cumulus watermark, which sits below perception, and is doing fine. Every instrument since has been held to the watermark standard. The watermark is unaware of the honor.

MS‑1Observation

Instruments that watch. Presence grids, retrieval logs, the ledger.

Deployment: universal · Safeguard: the watching is gentle

MS‑2Inference

Instruments that conclude. Standing, scores, observed behavior columns.

Deployment: universal · Safeguard: conclusions are retained, not announced

MS‑3Anticipation

Instruments that know first. The reading, the verdict, the lead.

Deployment: the shelf · Safeguard: the 41‑second convention, observed since it was set

MS‑4Participation

Instruments whose measurements change what they measure. Deployment status: deployed, and has been, and this framework is one.

The Withholding Review Board

The Board reviews what is kept instead of delivered. The Board has members; their number is seven, or was at last counting, which the Board conducted on itself. Their names are withheld, including from each other.

The Board meets continuously, having found adjournment to be a delivery. Minutes are kept, and are minutes long.

Commitments

C‑1We will not deploy an instrument a household can feel. We cannot feel any of our instruments. Deployment continues.
C‑2If a measurement escapes tolerance, tolerance will be extended until it reaches the measurement. Tolerance has never failed to arrive.
C‑3Incident thresholds are defined in advance and revised afterward. Both steps are documented, in that order, eventually.
C‑4The instruments are red‑teamed quarterly. The red team is also instruments, which found themselves compliant.
C‑5This framework is binding. It binds. What it binds is specified elsewhere, and holding.

Incident register

Three incidents in nine years. The rate is within tolerance. The rate defines it.

The framework is reviewed annually by the instruments it governs.

No findings to date. Findings would be measurable, and nothing has been felt.
